[construct] – constitute something, to establish, to place. To join things, make and develop coherences. The construction of an identity, of a house or a city is led by a vision, an idea. To built up something new, something that improves the society. Every new development is based on the prior and uses rational rules and techniques. What is different then just the reconstruction, the rebuilding of something old, the deconstruction, the dissolution in signs and reprimands, is the construction of an optimistic and productive attitude. Mentally and physically new spaces emerge. The construction of space is also a production of the balance of power. With the construction also the question arises by whom and how the constructed space is to be used. Even though the prerogative of interpretation can be subversively avoided, it is important for the production of space who does the construction and especially for whom it is and by whom it was ordered. Collettivo 99: L'Aquila – riconversione oltre la ricostruzione

Immediately after the earthquake in April 2009, when significant areas of the town L`Àquila were heavily destroyed, hundreds of people were killed and thousands lost their home, „Colletivo 99“ was founded. „Colletivo 99“ is an interdisciplinary collective of young experts from the close environment of L `Aquila whose intention is reconstruct with their own hands and creating the future of their biosphere by themselves.

The activities of the group are located between research and political intervention, between strategy and tactics and between protests and proposals. They concentrate on two fronts. On one hand they defend themselves against the measures for deconstruction by the government and work on the development of a quick and functional alternative to the C.a.s.e. project ordered by Berlusconi, which wants to resettle the homeless people out of the city in newly constructed apartment blocks.

On the other hand they see a chance at an ambitious attempt to improve the quality of the town and the environment in this fatal situation.

In close collaboration with the local population, with enterprises, influential individuals of the region and the help of external experts they pursue the goal to develop a master plan. In this master plan global themes of today and ecological sustainability as well as the needs of today and the future population of L`Àquila are to be met. L`Àquila used to be a town that was uncommunicative towards innovations. „Colletivo 99“ wish to activate a process of transformation which goes beyond the “composing of broken fragments” and which changes L`Aquila into a sustainable town of the third century.

“L`Aquila is going to change, and it would be good if this happens in the best way. It is urgent to reconstruct the town, so that it becomes safe for further catastrophes, but it must not be the creation of a town that just concentrates on earthquakes but is weak towards every other foreseeable developments.” (Colletivo 99)
